Plochwald is a tiny settlement in the Mühlviertel region of Upper Austria, and this 90 Heller Notgeld note is about as local as emergency currency gets — issued by the commune itself rather than any banking or municipal authority of scale. The 90 Heller denomination is an oddity; most Austrian Notgeld ran in round figures, and values like 90 were typically issued to complement 10 Heller pieces to make up a full Krone, suggesting deliberate pairing within a small local set.
Franz Steininger's signature as issuing authority reflects the direct, ad hoc nature of these rural commune issues, where the Bürgermeister or a local official simply signed the notes into existence.
