The Fu-Nan Monetary Bureau in Hunan was one of several provincial minting operations established under the late Qing reform program, as Beijing attempted to rationalize a chaotic currency system in which locally cast cash coins, foreign trade dollars, and provincial machine-struck issues all circulated simultaneously. The 9 qian weight — slightly heavier than the southern tael coinage but lighter than the standard yuan — reflects the unresolved tension between competing weight standards that plagued the entire reform effort.
Kann 943 is a scarce listing. Production at Fu-Nan was limited and short-lived, overtaken by events as the dynasty collapsed within a few years of this issue.
