Prussia had no business striking 9 Kreuzer pieces — the denomination belonged to southern German monetary conventions, not Brandenburg-Prussian tradition. This coin exists because Frederick William III briefly controlled Franconian territories formerly administered by the Hohenzollern-Ansbach and Hohenzollern-Bayreuth margraviates, ceded to Bavaria in 1806. The 1808 issue was a transitional necessity, minted to satisfy local commercial expectations in a region still operating under Franconian reckoning before full monetary absorption into the Bavarian system rendered the type obsolete almost immediately.
