Zara — the Adriatic port city known today as Zadar, Croatia — was blockaded by British and Montenegrin forces from 1813 as Napoleon's empire collapsed around it. The French garrison, cut off from resupply and unable to obtain regular coinage, melted down whatever silver was available and struck emergency money under the authority of the governor-general. The denomination reflects a direct conversion of silver by weight rather than any conventional monetary unit, which is why the face value reads as an awkward fraction of francs and centimes rather than a clean rounding.

The city surrendered in December 1813 after months of siege. Surviving pieces are rare by any measure — a garrisoned outpost running a makeshift mint rarely produces in quantity.
