The Banco del Litoral was one of several provincial Argentine banks operating under the 1854 banking law framework, issuing notes redeemable in fuertes — the hard-currency-denominated peso system that coexisted uneasily with the depreciating paper pesos of Buenos Aires. The 9-centavo denomination is genuinely odd: fractional notes at this level were driven by chronic small-coin shortages in the Litoral provinces, not by any standard banking logic.
PS#1712 sits in a series where surviving examples are rare enough that condition judgments are almost beside the point. The Banco del Litoral was nationalized and wound down well before Argentina's 1890 financial collapse, cutting short whatever circulation life these fractionals might otherwise have had.
