Waxenberg is a small castle-village in Upper Austria — the kind of place that would never appear in monetary history except for the Notgeld wave of 1920, when hundreds of Austrian municipalities printed their own emergency small change to fill the void left by a collapsed imperial coinage system. The postwar shortage of metal coins was acute enough that even a settlement of a few hundred residents had standing to issue fractional currency.
Signed by Kaspar Haider, presumably the Gemeindekassier or equivalent local official. The Jaksch/Pick reference confirms this as the 80 Heller denomination — the higher of the two values typically issued by the smallest municipalities, where even 80 Heller represented real purchasing power in a hyperinflationary economy still finding its floor.
