Schwarzenau is a small market town in Lower Austria's Waldviertel, and like hundreds of similarly modest municipalities, it issued notgeld during the acute coin shortage that plagued Austria in the immediate postwar years. The 80 Heller denomination is specific to the Austrian notgeld phenomenon — a value that would make no sense outside that precise inflationary moment, when everyday small transactions had exhausted the supply of circulating metal.
Three signatures authenticate this note: the mayor, vice-mayor, and a finance officer, which was the typical administrative structure used to confer local legal weight on what was, strictly speaking, an unauthorized emission.
