Loich is a village in Lower Austria, and this 80 Heller note is a product of Austria's Notgeld period — the wave of locally-issued emergency currency that flooded the country from around 1916 onward as small-denomination coinage vanished from circulation due to wartime metal demands. The municipality turned to Druck Rödinger in nearby Mariazell for production, a regional press that handled a number of these local issues rather than the better-known Vienna houses.
The 80 Heller denomination is an odd one, not a rounding that appears in every series, which suggests the municipality was working to cover specific change gaps rather than issuing a complete decorative set.
