Auf Grund der Ermächtigung des n.-ö. Jugendhilfswerkes vom 6. Juni 1920 gibt das n.-ö. Landesjugendamt Gutscheine aus. Die Wanderherbergen und Jugendheime des n.-ö. Landesjugendamtes sind angewiesen, gegen diese Gutscheine den mit amtlichen Ausweiskarten versehenen Jungwanderern und Heimzöglingen die Nächtigung und Verpflegung zu gewähren.
Nicht verbrauchte und unbeschädigte Gutscheine werden den Jungwanderern bis 31. Dezember 1920 an der Kassa des n.-ö. Landesjugendamtes in Wien XVIII., Erndtgässe 27, in gesetzlichem Bargelde eingelöst.
Nachahmung wird gerichtlich verfolgt.

The Niederösterreichisches Landesjugendamt was not a bank, nor a municipality — it was a provincial welfare administration for youth services. That it issued emergency currency at all is a product of the acute coin shortage that paralyzed small transactions across Austria in the years immediately following the collapse of the Habsburg monarchy. Hundreds of Austrian institutions with no monetary mandate whatsoever — charitable bodies, schools, cooperatives — printed Notgeld simply because nothing else was available for everyday commerce.

The 80 Heller denomination is an odd one, rarely chosen without a specific local pricing or wage reason behind it. Tomschik's involvement suggests the note was designed with some care rather than dashed off.
