Austrian Notgeld of this type emerged from a practical crisis: the postwar collapse of small coinage left market towns unable to make change for everyday transactions. Kirchberg am Wagram, a small wine-producing market town in Lower Austria, issued this 80 Heller note under its own municipal authority in 1920 as a purely local stop-gap — valid only within the commune and theoretically redeemable, though in practice most series were retired through collection rather than commerce.
The designer credit to Broinger is unusual; most Notgeld series from Lower Austrian Marktgemeinden used anonymous or committee-produced artwork. Whether Broinger was a local artist or a Vienna-based commercial illustrator brought in for the series is not established in the standard references.
