Austrian Notgeld of this type emerged from a severe coin shortage that persisted well after the First World War ended — small-denomination metal coinage had been hoarded, melted, or simply never reminted in sufficient quantity. Gemeinden across Upper Austria printed their own emergency pfennig and heller notes to keep local commerce functioning, with each municipality responsible for its own redemption guarantee.
The 80-Heller denomination is notably awkward — not a round figure, not a standard fraction. Whether this reflects a specific local pricing need or an attempt to cover a gap in circulating values is unrecorded.
