Hall in Tirol was one of hundreds of Austrian municipalities forced into emergency paper money after the collapse of the Habsburg monetary system left coin supplies essentially nonexistent. These locally issued Heller notes — collectively known as Notgeld — were produced in enormous variety across Tyrol between 1919 and 1921, with individual towns commissioning their own designs from regional printers. Wagner in Innsbruck handled a significant portion of the Tyrolean output during this period.

The 80 Heller denomination is among the more unusual face values in the Austrian municipal series, chosen to cover specific transactional gaps rather than follow any standard progression.
