Bischofstetten is a small Lower Austrian village, and this 80 Heller note is a product of the Notgeld wave that swept Austrian municipalities between 1919 and 1921 — a direct consequence of the post-war coin shortage that left small communities effectively unable to make change. The Gemeinde handled its own printing and signing arrangements locally, with Riesinger authenticating as the responsible official.

The 80 Heller denomination is an odd one, uncommon even within the notoriously denomination-varied Austrian municipal series. JPR0092b suggests a variant within the Bischofstetten issue, implying at least one earlier or parallel version exists.
