Schwallenbach an der Donau is a tiny riverside settlement in Lower Austria, and its decision to issue emergency notes during the Notgeld period reflects just how far down the administrative hierarchy the post-WWI coin shortage reached. Municipal scrip at this scale — a village rather than a town — was printed in enormous variety across Austria between roughly 1919 and 1921, with local printers like A. Grundmann filling orders that the larger note houses couldn't be bothered with.
Grundmann operated out of Vienna's 13th district and handled numerous small Austrian Notgeld commissions. The 80 Heller denomination is slightly irregular — most series favored round or symmetrical pairings.
