Garsten is a small municipality in Upper Austria, just outside Steyr, and its decision to issue emergency currency in 1920 places this note squarely within Austria's postwar Notgeld crisis — the collapse of the Habsburg monetary system left local authorities printing their own small-denomination scrip simply to make change. The 80 Heller denomination is an unusual one; most Austrian municipal issues clustered around 10, 20, and 50 Heller, making this an outlier by design or local necessity.
Emil Pietzel operated out of Steyr and handled several local Notgeld commissions in this period. Proximity to the issuer almost certainly explains the contract.
