Wels was among hundreds of Austrian municipalities forced into emergency note production after the collapse of the Habsburg monetary system left a crippling shortage of small-denomination coinage. The 80 Heller denomination is an oddity — most Notgeld issues gravitated toward round figures, and the choice reflects a specific local calculation of what coin sizes were actually missing from circulation rather than any standardized policy from Vienna.
Aug. Moser designed and printed this note locally, an unusual case of a single individual holding both roles. Carl Richter signed as Bürgermeister, lending the municipal guarantee that gave these emergency pieces their thin legal standing.
