The Congress of Chilpancingo, convened by José María Morelos in September 1813, needed coinage to sustain insurgent operations but lacked the infrastructure to mint from scratch. The solution was pragmatic and immediate: countermark existing royalist 8 reales — coins struck under the very crown they were fighting to overthrow — and recirculate them as instruments of the independence movement. The host coins span a wide date range precisely because the insurgents took whatever silver they could find.
Authenticity of the countermark is the central question with this type. Forgeries exist from the period itself, not just modern fabrications.
