Proclamation coins were not currency — they were political theater in metal. When Carlos IV ascended following the death of his father in December 1788, the customary proclamation ceremonies held across New Spain in 1790 required commemorative pieces to be thrown into crowds or distributed to witnesses, a ritual called the *proclamación* that bound colonial subjects symbolically to their new monarch. Mexico City was among the most prolific producers of these issues.
The authorization came through the Viceroy's office, not the mint's ordinary production channels, which is why proclamation pieces often show subtle differences in die workmanship from contemporary circulation strikes.
