Joseph Clemens of Bavaria held the Archbishopric of Cologne almost entirely in absentia during this period — exiled by the Habsburg-aligned imperial diet following his support for France in the War of the Spanish Succession, he governed his territories from Liège and later Valencia while his administration issued coinage in his name. The 8 Heller denomination in silver was a peculiarly small unit for the metal, reflecting the chronic shortage of subsidiary coinage across the Rhenish territories during prolonged wartime disruption.
