Hungary's post-WWI hyperinflation had been brought under control by 1924 through the League of Nations stabilization plan, but the resulting currency reform left a severe shortage of small change in everyday circulation. These 8 Fillér provisionals were an improvised stopgap — die-cut from larger sheets rather than produced as conventionally sized notes, an unusual economy measure even by the standards of the period.
Magyar Pénzjegynyomda had been established specifically to give Hungary sovereign printing capacity after the dissolution of the Austro-Hungarian monetary system. The 8 Fillér denomination is peculiarly specific — not a round figure, which suggests it was pegged to a particular postage or transit rate of the moment.
