Estonia's Olympic commemorative series is modest by European standards, and this issue follows the pattern established for previous Games — struck to mark participation rather than celebrate any particular medal haul. The Tokyo Games themselves were held in 2021 after a year's postponement due to the COVID-19 pandemic, making this the first Olympic commemorative in the modern era tied to a Games that took place in a different year than originally planned.
