A British military mess token note rather than a conventional banknote — the United Services Officers' Club at Chittagong issued scrip of this kind to facilitate internal transactions within the club, insulating mess finances from the unpredictability of wartime cash supply. Chittagong was a principal Allied logistics and naval base during the Burma Campaign, and the garrison population swelled considerably after 1942.

The blue paper stock was almost certainly a deliberate differentiation measure, making club scrip instantly distinguishable from circulating currency. Whether these were ever redeemed after the Japanese threat to the Bengal coast receded is unrecorded — survivor numbers are thin enough to suggest most were either destroyed or simply discarded at the war's end.
