IDAC was not a recognized central bank but a private entity that produced coins marketed as "fantasy" or "exonumia" issues — legal tender in no jurisdiction despite the CFA denomination printed on them. The "½ Africa" series emerged in the early 2000s alongside similar privately issued African-themed pieces, several of which were catalogued in the Unusual World Coins supplement rather than the main Krause volumes, hence the X# reference.
Blued iron construction kept production costs negligible.
