Bosnia and Herzegovina issued this coin in 1996 while still in the immediate aftermath of the Siege of Sarajevo, which had ended only months earlier with the Dayton Agreement of November 1995. The choice to issue an Olympic commemorative that year carries an edge of irony: Sarajevo had hosted the 1984 Winter Games, and by 1996 much of that infrastructure lay in ruins.
KM#58 is part of a small Olympic series struck for the Atlanta Games, produced under licensing arrangements common to newly recognized states building numismatic programs before establishing robust domestic minting capacity.
