Turkey's push for European integration in the mid-1990s generated a short run of commemorative silver issues tied to aspirational trade and customs milestones. The European Customs Union agreement, which took effect on January 1, 1996, marked the culmination of a process begun under the 1963 Ankara Agreement — making Turkey the first non-European country to achieve full customs union status with the EU without membership. The arrangement remains in force today, and remains controversial, binding Turkey to EU external tariff policy with no vote in setting it.
