Lüneburg's Verkehrsverein — literally a "traffic association," functioning more as a local commerce and tourism promotion body — issued this note during the peak of Germany's municipal Notgeld craze, when hundreds of towns printed small-denomination scrip as much for collector revenue as for any genuine exchange need. By 1921, the speculative Notgeld market had become so profitable that many series were printed in quantities far exceeding local circulation requirements, then sold directly to collectors at a premium.

Gustav Peters was a local Lüneburg printer, not a specialist security printer, which is worth noting when assessing impression quality across surviving examples.
