The Provinzialverband Westfalen was one of the larger German provincial welfare bodies administering benefits to war-disabled veterans and dependents of the fallen — the "Kriegsbeschädigte und Kriegerhinterbliebene" of the title. By 1920, with Reichsmark coinage effectively hoarded or melted, numerous provincial and municipal welfare institutions began issuing Notgeld not out of banking authority but sheer administrative necessity, to pay out small benefit amounts when nothing else was available.
The Siedlungskassenverwaltung designation is unusual — this was the settlement fund administration, suggesting the note may have been tied specifically to housing resettlement payments for veterans rather than general welfare disbursements.
