The Provinzialverband Westfalen was not a bank but a provincial welfare body — its primary postwar function was administering support for war-disabled veterans and the dependents of those killed in action. That this organization issued notgeld at all reflects how thoroughly the 1919–1923 small-change crisis penetrated German civil administration: virtually any entity with a printing contract and a rubber stamp entered the currency vacuum.
The 75 Pfennig denomination is among the more unusual in Westphalian notgeld, sitting between the common 50 and 1-Mark values that dominated local emergency issues.
