Paderborn's Protestant church treasury issued this Notgeld during the acute small-change shortage that gripped Germany in 1921, one of hundreds of ecclesiastical and municipal bodies that briefly became de facto currency issuers. The involvement of Gebrüder Parcus is worth noting — the Munich firm was among the more technically capable Notgeld printers of the period, handling commissions from institutions well outside Bavaria.
That a church finance office rather than a municipal or commercial entity signed off on this issue reflects how thoroughly the shortage disrupted ordinary transaction life in the Rhineland and Westphalia.
