Der Stahlhelm, Bund der Frontsoldaten — the Steel Helmet League of Front Soldiers — was founded in 1918 by Franz Seldte and became one of the most powerful right-wing veterans' organizations in Weimar Germany. That the city of Leer in East Frisia issued Notgeld denominated in the League's name in 1921 reflects how thoroughly paramilitary and nationalist associations had embedded themselves in local civic identity within three years of the armistice.
Gerhard Stalling in Oldenburg was a prolific producer of East Frisian Notgeld, printing collector-oriented series for numerous small municipalities during the 1921 peak of the Serienschein phenomenon, when towns issued decorative small-denomination scrip as much for philatelic revenue as for actual monetary need.
