Sellin, a small seaside resort on Rügen's eastern shore, issued this note during the acute small-change shortage that gripped Germany in the early 1920s — a problem distinct from the hyperinflation that followed, driven instead by hoarding of metal coinage as commodity prices rose. Municipal Notgeld of this kind was as much a practical solution as a local curiosity, and Sellin was one of dozens of resort communities that leaned into decorative series knowing collectors would absorb the surplus.
Stöckel of Hannover printed numerous such municipal issues during this period. The watermarked paper was a modest security gesture for what was, in practice, a locally redeemable scrip with a limited circulation window.
