Neustadt in Mecklenburg was a small market town, and like hundreds of German municipalities in 1921–1923, its local administrative body — the Amtsausschuss — issued Notgeld to plug the gap left by the chronic shortage of small-denomination coins. The 75 Pfennig value is characteristic of the inflationary middle phase, when odd denominations proliferated as purchasing power eroded faster than printers could keep up.

The designer credit "Heinberg" likely refers to a local or regional commercial artist; the name does not appear in major Notgeld printing records, suggesting small-run production rather than one of the established specialist printers handling bulk municipal issues.
