Patschkau — now Paczków in southwestern Poland — issued this note during the plebiscite period that followed the Paris Peace Conference, when Upper Silesia's political future was still formally undecided. Municipal Notgeld of this kind was simultaneously practical necessity and local statement, filling the coin shortage while the population waited to learn which country they would belong to. The March 1921 plebiscite returned a majority for Germany, though the subsequent partition awarded surrounding districts to Poland; Patschkau itself remained German until 1945.
Carl Flemming & Trowitzsch Wiskott in Glogau printed a substantial volume of Silesian Notgeld during this period, and H. Lichtner's design work for them appears across several municipal issues from the region.
