Rastenberg is a small town in Thuringia — population well under two thousand even in the Weimar years — and its decision to issue notgeld in 1921 was entirely a product of the chronic small-change shortage that plagued Germany as postwar inflation ate through the coinage supply. Eduard Giltsch of Jena was a respected lithographic printer with strong regional ties, handling notgeld contracts for numerous Thuringian municipalities during this period rather than any single prestige commission.
The sole authorizing signature belongs to the Bürgermeister, Voltrath — no cashier or treasurer countersignature, which was common for smaller municipal issues where administrative overhead was kept minimal.
