Bad Harzburg issued this note under the Notgeld system, the wave of emergency municipal currency that flooded Germany between 1919 and 1922 as chronic small-coin shortages made everyday commerce nearly impossible. By 1921, many towns had shifted from purely functional Notgeld toward elaborately decorated "Serienscheine" — collector-oriented issues that towns printed knowing hobbyists would hoard them unredeemed, effectively generating free municipal revenue.
F. Jüttner was a prolific Notgeld designer whose name appears across numerous spa-town issues from this period. Rosdorff printed locally, which was common practice — the logistical advantages outweighed any quality premium a Leipzig or Berlin house might have offered.
