Tilsit's municipal notgeld from 1921 sits at an interesting administrative moment — by this point, the city had already been severed from its East Prussian hinterland by the Memel Territory's detachment under the Treaty of Versailles, leaving a border town issuing its own emergency currency with reduced economic reach. The 75 Pfennig denomination is characteristic of Serienscheine production, where municipalities issued fractional values in matched sets specifically aimed at collectors, generating revenue precisely when municipal finances were under strain.
Tilsit had its own printing capacity, and local production was common for these shorter runs.
