Feldkirchen am Inn is a small Upper Austrian municipality, and this 75 Heller note is a product of the Notgeld wave that swept Austria in 1919–1921 when coin shortages made small-denomination exchange nearly impossible. Municipalities, businesses, and even individual parishes issued their own emergency scrip during this period — the federal government could not produce fractional coinage fast enough to meet demand.
The single signature, Franz Kücher, almost certainly represents the Bürgermeister or a designated municipal treasurer authorized to validate the issue. Local Notgeld of this type was typically printed by regional presses in small runs and redeemed within the issuing community once coin circulation normalized.
