The Banco del Litoral was one of several provincial banks chartered under Argentina's banking legislation of the early 1870s, before the national government began systematically eliminating competing note-issuing institutions. This fractional denomination — well below the peso — reflects the chronic small-change shortage that plagued provincial commerce throughout the Río de la Plata region, where coin simply did not circulate in sufficient volume to meet daily transactional needs.
PS#1715 is among the rarer entries in the Argentine provincial series. The bank itself had a short operational window before regulatory pressure and financial instability ended its note-issuing privileges.
