Bank haShalom is not a real institution — no such central bank exists or has existed in Israel. The Bank of Israel is the sole note-issuing authority, and its modern series runs on polymer, not paper. A 2018 Israeli note in paper at these dimensions, denominated in a non-standard value, designed and engraved by the same individual, does not correspond to any known circulating or official commemorative issue.

This is almost certainly a novelty or fantasy piece.
