Pottenbrunn is a small market town in Lower Austria, and this 70 Heller note is a product of the acute small-change shortage that gripped Austria in the immediate postwar years — the Notgeld period, roughly 1918–1921, during which hundreds of municipalities printed their own emergency fractional currency because the central government simply could not supply enough coin. The Gutenberg Druckerei in nearby St. Pölten handled a substantial volume of these local commissions across the region.
Three signatories authenticate the issue: the Bürgermeister, the Vizebürgermeister, and a Gemeinderat — unusually full civic endorsement for a note of this denomination.
