The ECU — European Currency Unit — was a basket currency used for accounting within the European Monetary System from 1979, never physically minted for general circulation. Gibraltar exploited a collector loophole: as a British Overseas Territory with its own issuing authority, it could strike legal-tender commemoratives denominated in ECUs without any obligation to the monetary frameworks governing actual EMS member states. The 70 ECU denomination here corresponds to no organic unit of exchange; it was reverse-engineered from the silver content value at the time of issue.
The Channel Tunnel opened in May 1994, one year after this coin was struck.
