Alfredo Stroessner ruled Paraguay from 1954 until his overthrow in 1989 — the longest military dictatorship in South American history. This issue commemorates his sixth consecutive presidential term, a tenure sustained through systematic fraud, political repression, and the effective banning of meaningful opposition. Gold commemoratives of this type were produced for export and collector markets rather than domestic circulation, functioning largely as hard-currency revenue for a regime that needed foreign exchange.
KM#168 was struck in limited quantities by foreign mints under contract. Stroessner would go on to win two more "terms" after this coin was issued.
