Clinton's November 1999 state visit to Turkey — the first by a sitting U.S. president in over two decades — came at a particularly fraught moment: Turkey had just suffered a devastating earthquake in August that killed over seventeen thousand people, and Ankara was pressing hard for IMF support ahead of what would become the 2001 financial collapse. The commemorative was struck in 2000, after the visit, rather than concurrently with it.

KM#1116 is part of a broader Turkish series of silver commemoratives issued through the state mint in Ankara during the late 1990s and early 2000s, many of which saw limited international distribution and remain poorly documented in Western references.
