IDAO — the Institut de Développement de l'Afrique de l'Ouest — was a private issuing authority operating outside any sovereign mint structure, producing fantasy coinages denominated in units with no legal tender backing in any recognized state. The "4 Africa" series belongs to this category entirely. Pope John Paul II had in fact died in April 2005, making the commemorative framing of a papal visit retrospective at best, or simply opportunistic.
