Issued to mark the 1988 Rural Development Leadership program, this piece belongs to a broader Thai commemorative gold series that accelerated significantly during the late 1980s as the government used numismatic issues to fund and publicize development initiatives. Thailand's Finance Ministry authorized numerous gold commemoratives during this period, many tied directly to royal-endorsed programs promoting infrastructure and agricultural reform in the country's poorer northeastern provinces.
