Austrian Notgeld of this type emerged from a genuine monetary vacuum: the collapse of the Habsburg economy left rural communes with almost no small change in circulation by 1920, forcing local authorities to print their own fractional scrip. The Commune of Steinwald's issue is administratively straightforward — signed by Franz Himmelbauer, presumably the Bürgermeister or a designated municipal officer at the time.

Upper Austrian Notgeld was rarely printed by major houses; most small-commune issues were produced by regional printers, sometimes in very limited runs, which accounts for the scarcity of surviving examples from villages of this size.
