Schwaz, a silver-mining town in the Inn valley, had seen its greatest wealth four centuries earlier — by 1920 it was a small Tyrolean municipality scrambling to address the chronic small-change shortage that plagued Austria following the collapse of the Habsburgs. These Heller-denomination Notgeld issues were a direct response to that collapse: the new Austrian state could not supply enough low-denomination coinage, so local authorities were left to fill the gap themselves.
The Wagner printing house in Innsbruck produced a large number of similar Tyrolean municipal issues during this period, which occasionally creates attribution confusion between towns. Three signatories — the mayor, the town treasurer, and the cash warden — were required to validate each note, a procedural formality inherited from pre-war municipal finance practice.
