Austrian municipal Notgeld issues of 1920 are common enough, but Krems an der Donau was among the more prolific small city issuers in Lower Austria, producing multiple series as the chronic postwar coin shortage persisted well past the armistice. The 60 Heller denomination sits in the middle of the practical circulation range — low enough for everyday transactions, high enough to justify the printing cost.

By 1920 the Austro-Hungarian crown was collapsing in purchasing power, which paradoxically extended the useful life of local Notgeld: inflation made small state-issued coins vanish from circulation faster than municipalities could replace them with emergency paper.
