Wels issued its own emergency small-change notes — Notgeld — because the postwar coin shortage made everyday transactions nearly impossible. The 60 Heller denomination is an odd one; most Austrian municipal issues clustered around rounder values, and Wels's decision to print a 60 Heller suggests genuine practical pressure rather than speculative production for the collector market, which plagued many 1920–1921 issues.
Aug. Moser was a local Wels printer, not a specialist security firm. That keeps this squarely in the utilitarian tier of Austrian Notgeld — printed fast, for local use.
