The 28th and 29th ASEAN Summits were both held in Vientiane in September 2016, an unusual double-hosting arrangement that gave Laos an outsized moment on the regional diplomatic stage. Landlocked and among the smallest economies in Southeast Asia, Laos rarely anchors events of this scale.
